Founder & CEO

Photo of FounderC. LeRoy Cavazos-Reyna is a Texas native of the United States (U.S.) border city of Mission. Throughout his academic and professional careers, he has been strongly committed to service, community development, diplomacy, entrepreneurship, and political activism by working with organizations and government entities dedicated to those very endeavors.

In August 2022, he founded Localism, Inc. a premiere consulting firm to help minority businesses, corporations, and nonprofits to achieve their government affairs, international relations, procurement, and diversity, equity and inclusion, goals. Localism, Inc. is a proudly certified Hispanic, LGBTQ+, and Disabled-owned business headquartered in San Antonio, Texas.

In addition to strategically leading and growing Localism, Inc., C. LeRoy serves as Senior Advisor for Public Private Strategies focusing on national and global work to develop innovative strategies to support minority-owned businesses and impact the conversation around equitable economic growth.

Most recently, C. LeRoy served as the Vice President of Government and International Affairs for the United States Hispanic Chamber of Commerce (USHCC). In that capacity, he helped revitalize the USHCC during the global pandemic, advocated in Congress for the interests of more than five million Hispanic-owned businesses across the U.S., managed relationships with a network of 260 local Hispanic Chambers of Commerce across the country, and cultivated fundraising and programming initiatives with numerous Fortune 500 companies domestically and internationally.

Previously, he worked for Coca-Cola Southwest Beverages, a company of Arca Continental headquartered in Dallas, Texas/Monterrey, Nuevo León, Mexico as their Senior Manager of Public Affairs and Communications. There he managed public engagement, was a binational bridge for the company in both countries and developed a wide array of new community relationships for the company who was new to the U.S. market as of 2017. Formally, he served as the Vice President of Government Affairs for the San Antonio Hispanic Chamber of Commerce (SAHCC), America’s first Hispanic business organization founded in 1929. In that role, he developed public policy and reviewed legislation that would enhance the evolution of Hispanic business in San Antonio and abroad. Furthermore, he worked on diplomatic affairs on behalf of the organization in Spain and Mexico, and managed activities related to the official capacity of Ramiro A. Cavazos as Consul of Spain in South Texas. During his time in San Antonio, he was key to the city’s tricentennial celebration in 2018 by facilitating the royal visit of Spain’s Royal Household and other dignitaries from the Canary Islands, the original ancestral founders of the City of San Antonio. Moreover, he organized local business leaders on more than ten economic development trade missions over a four-year period in collaboration with the City to Mexico, Spain, Cuba, Germany, and Israel. As the Senior Managing Director of Policy and Contracts for MHP Salud, he worked closely with diverse communities nationally to develop long-term community solutions in the areas of healthcare access under the Affordable Care Act (ACA) and the promotion of active lifestyles to decrease obesity and diabetes.

Passionate about communication, business, political activism, diplomacy, public administration, entrepreneurship, and policy C. LeRoy has been key in developing the vision for the role that these sectors will play in comprehensive community and economic development. Complementing this vision, C. LeRoy has distinguished public service in the aforementioned fields.

C. LeRoy served for six years on the Texas State Democratic Executive Committee (SDEC) where he represented democrats with disabilities statewide. He served as a member of the American Society for Public Administration (ASPA) where he chaired the executive boards for the sections on Professional and Organizational Development and Health and Human Services. C. LeRoy is a proud alumnus of the University of Texas Pan-American where he served on the Alumni Association’s Board of Directors until its dissolution in 2015 under its new merger as the University of Texas Rio Grande Valley. Furthermore, he served on the boards for the San Antonio Lighthouse for the Blind and Visually Impaired, the Humana San Antonio Health Advisory Board, the Health Collaborative of Bexar County, San Antonio Mobility Coalition, the New Leaders Council San Antonio Chapter, and the San Antonio Hispanic Chamber of Commerce.

C. LeRoy is currently a member of the distinguished Texas Lyceum’s Class of 2018, he is one of the youngest directors to be accepted in the Lyceum’s 40-year history and the first with a disability. He is a sustaining member of the U.S. Spain Council/Fundación Consejo España-EE.UU. Furthermore, he is extensively involved in U.S. Mexico binational relations advocating for border infrastructure, comprehensive immigration reform, the safety of border law enforcement, border business/commerce, and serves as the Vice-Chairman of the Texas Border Coalition who advocates for more than 1,250 miles of Texas/Mexico international boundary and border communities. C. LeRoy is also on the boards of Every Texan formally the Center for Public Policy Priorities (CPPP) in Texas, the Small Business Roundtable in Washington D.C., the San Antonio Mexico Friendship Council, and is a sustaining member of the American Israel Political Affairs Committee (AIPAC).

C. LeRoy was named San Antonio Business Journal’s 40 Under 40 in 2018 for his community impact. He was also awarded the Tech InnovadorAdvocacy Award by Hispanic Technology and Telecommunications Partnership (HTTP) in 2021 for his extensive advocacy work in evolving federal legislation to expand broadband infrastructure and access to technology in vulnerable constituencies across the United States.

A graduate of the University of Texas Rio Grande Valley (UTRGV) formally UT Pan-American, he holds a Master’s in Public Administration, a Bachelor of Arts in Communication with an emphasis in Journalism, Advertising, and Public Relations, and a Bachelor of Arts in Spanish with an emphasis in Castilian Spanish and the History of Spain. He is currently seeking an Advanced Leadership Certification from Texas Christian University (TCU) Neeley School of Business.

C. LeRoy is the youngest of three sons to the authors of his success, his parents Mr. and Mrs. J. Jorge and Irma Estela Cavazos who are still civically involved residents of Mission, Texas.

Senior Advisor

Richard Garcia is a Senior Advisor at Localism, Inc. Previously, he served as Chief of Staff at the United States Hispanic Chamber of Commerce (USHCC). In his role, he worked with the USHCC team by providing support on a broad scope of areas, including advocacy, external affairs, and administration on behalf of a national network of more than 4.7 million Hispanic-owned businesses, and more than 250 affiliated Hispanic Chambers of Commerce across the country. 

He is currently pursuing a Master of Science in Foreign Service at the Walsh School of Foreign Service and a Master in Public Policy degree at the McCourt School of Public Policy at Georgetown University, in Washington, DC. 

Senior Advisor, Mexico & Latin America

Yelile Habib Ramos is a Senior Advisor, Mexico & Latin America, at Localism, Inc. She is a native of Queretaro, México. Her professional career began more than 25 years ago working for different global corporations such as Mars, Gerber-Nestlé, Arca Continental-Coca Cola Mexico, and WE THINQ in Germany. In these roles, she has held local, regional, and global positions in public affairs, direct marketing, corporate affairs, external communications, sustainability, and corporate social responsibility. 
 
Most recently, she served as the Head of Public Affairs for Global Emerging Markets at Mars Wrigley, before assuming her current role as Head of Government Affairs for Niagara Water in Mexico. She also serves as Vice-Chair of the International Chamber of Commerce’s (ICC) Global and Marketing Commission.
 
Yelile has a bachelor’s degree in marketing and a master’s degree in digital marketing and e-commerce from the Escuela de Administración de Empresas (EAE) Business School in Madrid, Spain. She has a certification in Sustainability Business Strategy from the Harvard Business School.
