C.LeRoy Cavazos-Reyna announced as Senior Advisor for Public Private Strategist

WASHINGTON, DC–Today, Public Private Strategies (PPS) is proud to announce that C. LeRoy Cavazos-Reyna is joining the PPS family as a Senior Advisor. In his new role at PPS, Cavazos-Reyna will draw on over two decades of experience in advocacy, government affairs, and international relations to develop innovative strategies to support minority-owned businesses and impact the conversation around equitable economic growth. 

At PPS, Cavazos-Reyna will be focused on national and global work. Separately, Cavazos-Reyna recently launched his own venture, Localism, Inc., a premiere consulting firm based out of San Antonio where he works on representing local issues at multiple levels in government and the private sectors. 


Cavazos-Reyna will help strengthen PPS’ work nationally and globally with the Latino community, with a focus on launching projects like Build Up Local and a new coalition to help make sure new federal investments work for local communities. Cavazos-Reyna is an experienced advocate for Hispanic businesses and will support and advise work streams for Public Private Strategies and Public Private Strategies Institute. 


A Texas native of the U.S.-Mexico border city of Mission, Cavazos-Reya maintains deep connections to and insights about the minority-small business community across the Southwest, the country, and the world.

In the aftermath of the COVID-19 global pandemic, I have seen firsthand how minority-owned businesses and the communities they serve face unique obstacles to recovery,” said Cavazos-Reyna. “This new role is an opportunity to help businesses recover and grow, and to elevate the voices of business owners in conversations about policy, community development, and equity. C. LeRoy Cavazos-Reyna is a Senior Advisor at Public Private Strategies (PPS). In his role at PPS, LeRoy draws on over two decades of experience in advocacy, government affairs, and international relations to develop innovative strategies to support minority-owned businesses and impact the conversation around equitable economic growth. 


A Texas native of the U.S.-Mexico border city of Mission, LeRoy maintains deep connections to and insights about the minority-small business community across the Southwest, the country, and the world.

Prior to joining PPS, LeRoy served as Vice President of Government and International Affairs for the United States Hispanic Chamber of Commerce in Washington D.C. but he remains involved with its mission growth. Before that, LeRoy served as the Senior Manager of Public Affairs and Communications for Coca-Cola Southwest Beverages, a company of Arca Continental. He has spent much of his career in San Antonio, where he worked for the San Antonio Hispanic Chamber of Commerce (SAHCC) from 2012-2017 and served on numerous community boards. 


LeRoy was recently appointed to his second two-year term as Vice Chairman of the Texas Border Coalition, he serves on the executive board of Every Texan, is a sustaining member of the distinguished Texas Lyceum, the U.S. Spain Council, and the Small Business Roundtable in Washington D.C.


A graduate of the University of Texas Rio Grande Valley formally UT Pan-American, he holds a Master’s in Public Administration, a Bachelor’s of Arts in Communication with an emphasis in Journalism, Advertising and Public Relations as well as a degree in Spanish with an emphasis in Literature and the History of Spain. C. LeRoy is the youngest of three sons to the authors of his success, his parents Mr. and Mrs. J. Jorge and Irma Estela Cavazos who are still civically involved residents of Mission, Texas.
